In 1999 Scotland entered an exciting new era. For the first time in 300 years it has its own Parliament.
The devolved Scottish Parliament was heralded as the advent of 'new democracy' in Scotland - embodying new ways
of working that would enable civil society to be actively involved in developing public policies and to be able to influence
the decisions that affect them.
